Logical Model documentation

The working process has been clarified as follows:
- Projects MAY / SHOULD bring an idea of the data requirements - as a list or a model...
- HL7 working groups will consolidate the input from one or several projects AND the standards, and HL7 will publish the "reference" data model for the profiles. This will represent the agreed parts of the models.
