The convenor gives a short introduction:

  • There is a general demand in the field for something that models the ‘non-medication’ prescription.
    • Specifically, needs were detected around medical imaging referrals and physiotherapy.
    • Under the umbrella of the WGSE, some work has already been done around medical imaging in FHIR.
  • RIZIV has an ongoing project around a more generic approach on this kind of referral.
    • They are however working on a high level functional description and not going into the format of content. Architecture is also high level in RIZIV’s project. Final deliverables from this RIZIV project are not yet made public.
  • This WG has a preference to work on specific use cases.
    • A good first use case could be diagnostic imaging.
  • This WG also agrees it shall work on solutions that work in different architectural environments. (e.g. a simple exchange via eHealth box should work but also others)
    • Semantic guidelines and business guidelines (different elements that are recommended) form important elements of any approach.
      • This WG considers purely semantic work (defining of coded lists) could be more the focus of a different group.
  • The WG elaborates on the initiatives so far
    • Although there was already pragmatic work under the umbrella of WGSE towards something in FHIR, we are aware there is now a RIZIV project.
    • This WG does not know what specific direction this RIZIV project will take architecturally but this WG assumes work around a FHIR standard that captures the needs in the field is relevant anyway.
      • As such, this WG chooses to decouple the content approach from any architecture
    • In general, this WG prefers a pragmatic approach
      • E.g. to standardize all type of exams: will take many months: we can decide to make abstraction of certain elements like that.
    • This WG considers alignment with int’l standards very important and HL7 knowledge is welcomed.
    • As a first strategy, this WG proposes
      • if possible to search for ‘some’ political support
      • to decouple format of message from architecture
      • to keep in mind a generic message is important
        • but priority is on concrete use cases (imaging + pt for now)
      • terminology is important but we do not have to solve everything in this WG
      • We start with mission statement, define our use cases
      • Initiatives/knowledge from IHE/HL7 should be shared and studied.
  • The current status of FHIR profiling governance is briefly discussed.
  • This WG feels that if we do want to finish with a federal standard, the process dictates there should be a formal ‘project proposal’.
    • This could come from RIZIV but maybe other parties might also be inclined to formulate something
    • As an independent organization, HL7 is of course free to pursue this WG in the mean time.
  • Core group HL7 Belgium (Jose+Robin+Karlien) action points
    • Communicate to RIZIV to be sure they are in the loop of the work we are doing
    • Put communication about WG & inform all/seek out other stakeholders
